TF1 PUB promises full-funnel measurement: estimating a brand effect is not measuring it

In its 2027 roadmap, TF1 PUB announces a "Brand Simulator" and traffic KPIs. A good moment to separate three things that often get confused: simulating, post-testing and measuring.

TF1 PUB, the ad sales house of French broadcaster TF1, has presented its 2027 roadmap. According to VideoWeek's report, it rests on five pillars: new formats, extended addressability, accessibility, full-funnel measurement and AI to simplify media buying.

On measurement, the sales house announces the "TF1 Efficiency Framework", a suite of solutions within TF1 AdManager to measure and optimise linear TV and streaming campaigns. It includes a "Brand Simulator" that lets clients estimate or post-test the branding effectiveness of their campaigns, as well as in-store and website traffic KPIs, with Okube and Data Circle solutions. "Autopilot" agents are due in early 2027: first for targeting, recommendations and performance analysis, then for trading.

A major French sales house putting brand measurement on the same level as formats is good news. Too many campaign reports still stop at GRPs and completion rates. It is also a good moment to separate three approaches that vocabulary tends to blur.

Simulating: an order of magnitude before the campaign

A simulator relies on past campaigns to estimate what a plan should deliver. It is useful when building the plan: comparing two scenarios, sizing pressure, setting a reasonable expectation.

Its limit lies in its nature. An estimate describes the average of campaigns that look like yours. It knows nothing about your creative, your competitive context or the week you will be on air. It says what to expect, not what happened.

Post-testing: asking afterwards

A post-test surveys people after the campaign. Everything then depends on the point of comparison. If exposed people are compared with non-exposed people without precaution, a classic TV bias appears: the most exposed people are also the heaviest TV viewers, often older, and already more familiar with big brands. Part of the observed difference existed before the first airing.

A well-run post-test corrects this bias, through matching or weighting. The method still has to be described.

Measuring: a control group decided before airing

Impact measurement in the strict sense compares an exposed group with a comparable control group, set up before the campaign, surveyed with the same questionnaire. The difference is read with its 95% confidence interval. If that interval contains zero, no effect is claimed.

Addressable TV and streaming make this protocol more accessible than it was in linear: it becomes possible to withhold the ad from part of the target and keep it as a control. These are precisely the inventories where rigorous measurement can be expected.

This approach has limits, and they should be stated. It needs sufficient samples: on a low-volume campaign, a real effect may remain non-significant. It measures declared indicators (awareness, image, intent), not sales. And it has a cost, which is mostly justified when a decision depends on it.

Four questions to ask about any "brand" KPI

1. Is the figure an estimate from a model or a result observed on this campaign?

2. If observed, how was the non-exposed group built, and when?

3. What are the sample sizes, and does the difference come with a confidence interval?

4. Who runs the measurement: the seller of the inventory or a third party?

That last question is not an accusation. Sales houses have every reason to offer measurement, and many do it seriously. But a result produced by a third party, with a published method, is easier to defend in a board meeting, for the advertiser and for the sales house alike.

Takeaway

TF1 PUB's roadmap confirms an underlying trend: measuring the effect on the brand is becoming a commercial argument for sales houses. For that argument to hold, everyone needs to know what they are reading. A simulation prepares a decision. A post-test informs it, if exposure bias is handled. An exposed vs control study justifies it.
